“Citizens Advice Bureaux are meant to ensure that citizens know their rights and duties, so they can efficiently take part in the democratic governance. Citizens are not a simple mass of electors for different political parties. At individual level, there is a need for easy access and free of charge services so that these citizens get to know their rights and to benefit of them. This is when Citizens Advice Bureaux step in, as they are a part of a larger spectrum of the civil society” (Jonathan Scheele, former Head of the Delegation of the European Commission in Romania).
